The Office of the Accountant-General of the Federation (OAGF) has introduced stricter validation measures for enrolling newly recruited employees into the Federal Government payroll to strengthen accountability and curb irregularities in personnel records.

The new measures, which form part of efforts to re-engineer payroll processes under the Integrated Personnel and Payroll Information System (IPPIS), require Ministries, Departments and Agencies (MDAs) to take greater responsibility for managing their personnel budgets and nominal rolls.

Under the revised procedure, newly recruited employees will no longer be admitted into the Federal Government payroll without first being captured on the nominal roll of their respective MDAs and meeting all prescribed validation and eligibility requirements.

The OAGF said MDAs must formally submit payroll admission requests alongside relevant recruitment approvals, appointment letters, applicable waivers and other supporting documents for verification.

The verification will cover employee records, salary structures, grade levels, steps, allowances and other financial entitlements, as well as statutory information relating to pension administration, National Housing Fund registration and tax records.

The Office explained that following its initial validation, employee records would be returned to the relevant MDAs for confirmation and endorsement by the Accounting Officer, Director of Human Resources, Director of Finance and Accounts, and designated Payroll Validating Officer.

The records will subsequently be returned to the OAGF for final processing, with admission into the Federal Government payroll subject to satisfactory completion of all validation procedures and approval by the Accountant-General of the Federation.

The OAGF has directed Permanent Secretaries, Heads of Agencies and other relevant officials to ensure strict compliance, warning that employee records with incomplete documentation or unresolved discrepancies will be withheld from payroll admission until all requirements are met.

It added that officers responsible for processing and approving payroll admissions would be held accountable for any breach of the applicable rules and regulations.

The directive takes immediate effect and applies to all ongoing and subsequent payroll admission processes for newly recruited Federal Government employees.
